Viljandi Town Hall is one of the four oldest stone houses in the town. It has been built between 1768 and 1774 and belonged to the lawyer and justice freeman Mr. J. N. Otto. In 1838 the house got an extension – a clock tower. About a century later the house underwent extensive reconstructions and a new German electrical clock was placed in the clock tower. Today Viljandi Municipal Government works in the house.
